With the accession of Vlado Filat’s government in 2009, Moldova has a pro-European government for the first time in its history. Currently, the government is composed of 3 liberal and democratic oriented parties associated with the Alliance for European integration. Efforts are being undertaken to develop a cooperative relationship between the EU and Moldova in order to foster the integration of Moldova into European economic and social structures.

Although European integration remains the primary objective of the Moldovan government, the country is facing some serious problems concerning the realization of this goal. The political system is unstable, corruption is to be found in every domain of social life, and there is a distinct lack of media plurality. Moreover, Moldova is one the poorest European states and suffers from the lack of an established civil society. This is significant because a fortified and coherent civil society would be able to act as a crucial partner for the Moldovan government. Consequently, the reinforcement of Moldovan NGOs is an indispensable condition of the integration process.

In December 2010 the Pontis Foundation began to implement a project in Moldova in cooperation with the Moldovan partner organization; the East Europe Foundation. The project, entitled Slovakia and the European Future of Moldova: Building capacities of the Moldovan NGO sector for dialogue with state administration on European future of Moldova aims to help Moldova to fulfill its vision of European Union membership. The fundamental goals of the project are to build the organizational, human and expert capacities of NGOs in Moldova. Specifically, the project intends to strengthen the existing National Participation Council in Moldova; an organisation which is comprised of 30 NGOs that have established communication with the Moldovan government and should be able to act as a strong partner from the civil society sector.

In September 2011 the Pontis Foundation launched a new project in Moldova, namely; Reinforcement of sectoral politics dialogue between NGOs and government in Moldova. This new project continues to work towards the goals that were set by the foundation‘s first project in Moldova. However, while the first project mainly focused on increasing the organizational, human and expert capacities of the NGOs, the second project is concerned with putting these newly acquired skills to practical use. The main objective of this project is to reinforce the sectoral capacities of Moldovan NGOs and to offer guidance in defining their goals and the strategies they will use to achieve them. Through this we will help to establish these NGOs as an important part of the Moldovan decision-making process.
